I can't seem to find drivers, because i'm not sure what model this tv-tuner is.

What I can see on the card is:

Philips (Right on the silver box covering the chips for the tv tuner)
3139 147 13391P
FR1236/PH hm
SV20 9643
Made in Singapore

BT Chip
Ct848KPR
Video Decoder 241 9648

Back has sticker:
Raffles NTSC
7012118302100

Anyone know what kind this is? I'm assuming philips.

What's the FCC-ID on it? It should be stamped on the card. Once you find it, go to bootdisk.com, scroll all the way down to the bottom of the page and run the FCC-ID. That should give you a decent lead.
