I have a slow M.2 PCIE and a fast M.2 PCIE. Which should I use for OS?

I have a Samsung 500 gb 970 EVO PCIE M.2 drive and an Intel 256 gb PCIE M.2 drive. The Intel drive is much slower than the Samsung, but it is a good capacity for an OS drive. I have a ASUS Z370-A II which supports two M.2 PCIE drives.

My question is this - If I use the Intel drive for the OS, and the Samsung for games/apps, will it create bottle neck in performance for the Samsung?

I would use the Samsung for the O/S as this would give you the best overall performance (you can also put some games there as well)
