<< This has nothing do to with motherboard, RAM, hard drive, PSU, etc...

It is one of the following:
Video Card / Video Card Drivers
Monitor / Monitor's Refresh Rate
VGA Monitor Cable

Since you've already tried different video cards, that's pretty much eliminates the video card issue. Have you tried different monitor or running your monitor at different refresh rate and different resolution? What about monitor cable? Are you using BNC or VGA? Have you tried different one?

Moniter is only 60Hz. I have tried a different moniter. Once when I set it to 16-bit color, it went away, but now its back, and I can't get rid of it. It seems to come and go, though never leaving completley leaving. That led me to belive it was a virus. Norton 2002 found nothing, and it still did it after a format. AHH!
 
If it were me:
First, [IMO]- sh*tcan the ATI video card, their drivers are notorious for f-ing computers up.[/IMO]
Next, update the bios, the latest can be found Here.
Thirdk, reformat the harddrive and reinstall XP.
Last, install the latest SIS AGP driver which can be found here.

That's your problem, my friend. Windows XP will automatically default to 800 x 600 with the highest choices of colors possible. That is determined by the video card you have. Since you have pretty decent video card, WindowsXP assumes you have pretty decent monitor with it. However you're not. Either upgrade your monitor, or try to find the combination of resolution (640 x 480, 800 x 600 or 1024 x 768) with the refresh rate which will get rid of those lines.

My friend has his K7S5A system here right now, and it works on the moniter, XP Home. And If i take everything out minus the CPU and motherboard, and replace all his stuff with it, it works fine. All his stuff + my CPU/Motherboard gets the crap stuff. Could teh CPU be casusing this? Also, I took the motehrboard out of teh case, and it still did it.
 
The monitor prolly isn't the problem; it's just a display. We're seeing the same problem from the screenshot (the screenshot data is independent of what the monitor is displaying).

I've heard of problems with Creative Modem Blasters. What if you uninstall it and see what happens? This is very wack, but it's worth a try...
 
What PSU are you using? those things are DAMN TOO picky on the PSU, that's prolly why you pay $56 for a board that gives you "nightmares", heheheh.



Try using a 400W PSU
 
Ok, Its formatting now, I'm going to install Win98SE

It was using onboard sound

and it was an Enermax PSU, and it did the same thing with my PSU, I dont know what kindd that was

I'll let you know if it does it under 98 too
 
IMHO, I would disable the onboard sound in bios, and give it a whirl. Sounds to me like an irq conflict, and or the Monitor .inf file could be corrupted. Just my $.02
 
What about interference from other devices? Try moving the entire computer to a different room... Or what if you have the wrong drivers installed for the AGP slot?

I would think it would be intereference, but I could be wrong. Also, have you changed monitor cables?
 
Ok, I installed 98SE and it appears to be going fine, at 640x480, 16 colors I'm going to install drivers tomamrow. THanks, keep the comments coing
 
I'd be wary of the Xpert 2000 cards. The last one I tried wouldn't even allow me to install Win2k AT ALL. It froze during install every damn time. Put it in a Win98 machine and it ran like a champ.

I don't know how XP would react.
