I have a movie that was ripped in .mp4 and the sound is 350ms out of sync
what program can I use to sync it

ideally you would want to rerip it, this time properly, I have seen dsynching when the offset varies on different parts of the movie. If the offset is PERFECT then it could be corrected, but it is rather difficult to get right.

So, rerip with a better program.

If your looking for a temp fix, ffdshow has an option to change delay on audio while your playing the file back.

How do I do that in mediasoder?

I downloaded it, read the choices in it, I joined their forum and posted a help request how it is done in that program.

Since you recommended it, could you tell me t6he steps of how to fix the out of sync 350ms mp4 container file

The original is gone. The outofsync is 350ms in the entire video
you said above it can be corrected. What program and what are the steps to corect it?

I have a temorary solution program already, and it determined that the out of sync is 350ms but it has no editor and a tutorial suggested using Quicktime editor to do it.

I tried following the tutorial but it suggests I follow several steps then the last step is to back up 350ms and there is no tool in it to measure 350ms so the tutorial is a joke. The tool he suggested moves by steps way bigger than 350ms.There just is no way to set it to 350Ms.

any editing program out there, and many muxing programs, allow you to set a delay.

try virtual dub if you want to go to AVI.
or http://www.bunkus.org/videotools/mkvtoolnix/ if you want to go to MKV
(both are containers and don't affect the actual content).

Any video editing program that costs money should also be able to do it.
