I have a good cpu and gpu but my game still lags PLEASE HELP

I have a i5 4590 and a gtx 960 4gb and 8gb of ddr3 ram 2 channels and a wd harddrive 1tb 600 gb free but,,,
When I play player unknown battlegrounds it lags. 40-60 fps.
People tell me its bottle necking but I look it up and i5 4590 cant bottleneck a titan x so whats wrong? I thought maybe my ram or hard drive but I dont know and I dont want to spend money without knowing?
 
What other background tasks do you have running , take a look and shut them down for gaming.
