Maybe im just tired but it seems to me that someone should take advantage of Compass Bank's promise to refund any atm fee on Earth.

1. Create small bank
2. Friends open Compass Bank account
3. Get ATM charge outrageous fee.
4. Compass Bank refunds outrageous fee * outrageous transactions
5. Vacation
