i have 3 gig mpeg2, i want to burn as vcd-mpeg1 on multiple discs

ahhhh!! i've tried sooo many programs, some dont open the mpeg2, others i cant get the right size for the first disc (always a lil too big... like every time), the ONE program i found that will split this file into fractional parts that it calculates itself, is for linux (yeah... i dont have linux) so does anyone have a good method or anything? please dont post www.vcdhelp.com, i've been there many-a-time and tmpgenc is the only prog thats NOT a demo, and its been giving me all these problems

does it absolutely have to be free ?

if you want to go from mpe2 to vcd-mpeg1 you'll need to re-encode for sure. but the things I have to do it are not free.
