I don't have fog lights, but I always turn my headlights on when it's overcast or when driving in the morning hours (before 10am) or when it starts to get dark. Other cars can see you easier, and it helps especially in residential driving where lots of cars park on the street to distinguish moving cars from parked cars and speed. I do it for my own safety.
