So, this afternoon, I was sitting at my computer, surfing the internet and the power went out because of an accident with a downed power line.

This evening, when the power finally got back on, I started up my computer. After I got past the Windows XP loading screen thing, my moniter went black and then started up with this scratchy, staticy picture that no matter how many times I try, won't go away.

When I start up in Safe Mode, it's fine, I tried using the System Restore mode to restore to last week, but it still has that problem.. any way I could fix it, or am I ****ed?

Sounds like some sort of hardware damage. Could be your video card (maybe it only has problems at higher resolutions/color-depths and that's why it looks fine in safe mode). Pull it out and try it in another machine, see if it's okay.

Start swapping stuff and see what you can figure out.

Next thing you need to do is to invest in some sort of APC backup so this doesn't happen again.

Yeah, there could have been a surge either around the time of the outage, or else one when the power came back online. Do you have a surge protector? If so, what kind?
