Any chance that you have an SLI board? And the SLI card is set to SLI mode?

(I know, but I had to ask...)

Well I doubt that it's an SLI board since it's an ATI, but i'd say try reinstaling the drivers, and also maybe physically removing and reinstalling the board, maybe it just didn't get seated in the slot properly or something, and if that doesn't work just try getting a different board.
Edit: If it is the card you should try to RMA it, or better yet just return it to wherever you bought it for a straght replacement, you shouldn't need to buy a different card unless you bought it from somebody else.

You confused Keys' post - he meant 'do you have an SLI motherboard. Of course the video card isn't SLI ;) .

It's probably a driver issue if the monitor is fine; do not use the drivers from the CD. Ever, ever.

Just download the latest Catalyst drivers from ATI's website.

If you just upgraded from another video card, then there may be traces of the old driver conflicting (even if it was also from ATI). Look for a utility called Driver Cleaner. Uninstall the ATI drivers from Add/Remove programs, then run Driver Cleaner and clean out all of the old drivers, then reboot. Finally, install the latest Catalysts that you got from ATI's website.
