For the topic at hand - reformat! ATI cards can be picky that way, they prefer a clean windows install. I have been guilty of not reformatting several times when upgrading to ATI cards, but if you get a problem like this, save yourself some grief and just reformat (make sure to back everything up, of course!).
I really don't get why everyone hates reformatting so much. It's a pain, I know, but if you back up regularly, or just don't save everything on your C: partition then it's not that tough. Plus you get the nice "new machine" snappy feel those first weeks anyways
