I got stuck in front of a VW Golf with some REALLY bright headlights...

They looked very bright and had a bluish tint to them. This was nothing like the lights from a BMW or high-end like that. These lights were shining on me for about 10 minutes and after that, my eyes hurt like hell and I had a headache for almost 35-40 minutes.

Would I be right to think these were those fake HID lights? I want to go to the community police department and file a complaint cause I got the plate number.

this is why i want to get my own fake hids and install them in the fake backup lights portion on my malibu. that way i can flash them back with a taste of their own medicine.

I would, those lights are extremely annoying and can disruptive to your focus that should be on the road. Police cars have lights like this too, I've been tailgated by them before.

Many things are annoying, and are disruptive to my focus, but I don't need to report them to the police.

Well, I went and filed the complaint. They are sending the vehicle inspection unit to check out the car. I'm happy.

Btw, I went to the Traffic Division, so it's their job to deal with these particular situations. I'm not wasting anyone's time.

I don't think the Golf comes with an HID option does it? He probably is using Hella ballasts and using his OEM casing and they are probably aimed incorrectly. True HID lights setup properly won't do that.

If you have a look at both the STi and the Civic in the examples, neither one is putting out much light at all above the horizontal. Unless your car rides really low - like "body-scraping" low, there's no way a Golf with aimed lights will be blinding. An SUV, sure - but I'm going to say he did a sh!tty install.

Well, a question then...

When the person was stopped behind me, his lights were shining on the cars beside me (when the road turned into a 2-lane) and the snow all around. Everywhere that the light was shining on was hurting my eyes, even when I wasn't getting the light directly from my rear-view mirror.

Is this something that could occur with true HID's? I've been stuck in front of BMW's and Mercedes in similar situations, and I can't ever recall my eyes hurting like they did last night.

This goes along with what we are trying to tell you. The OEM lights will be aimed properly, and a crap non-OEM install might not. A lot of people use their regular casing and then upgrade to Xenon lights and then they aren't aimed or directed properly.
