get a loan, or a job or wait a year and save up some money. nobody owes you nothing.

You probably were not promised it in the fine print, where it said "subject to available funding" or similar.

Taxpayers decided not to give you their money, so unfortunately no funding for you. Like beer says, get a loan. Or cut back on luxuries like a cell phone, car rice, designer-logo clothes, PC upgrades you don't really need. Or get a part-time job.
