What needs to be done is to make it harder to get a driver's license.
Have a minimum IQ, set it to 100.
Miss 0 on the written test, make it at least 50 questions.
Miss 0 on the driving test.

Then charge $200 per test. It's a democrat's dream. Yay lets tax the fuck out of people!!!!

When did a fee become a tax?

Now come on...the State of California and the cities here have become experts in turning things normally paid by taxes into "fees" that don't require legislative approval nor the vote of the taxpayers.

Having a Class A license for decades, I've always paid FAR more for my license than the average driver...PLUS the required DMV physical...but that's just the way it is.

i was doing around 60 in a 55, in the center lane of 3.
left lane traffic going faster than me... wasn't really paying attention to the speed of the right lane.

i had a pretty big gap ahead of me, by my estimation roughly 20 car lengths.
3 big rigs, back-to-back-to-back passed me on my right and then changed back to the center lane.
they did so politely, with signaling and leaving ample space so i didn't have to let off the gas. i didn't get the feeling that they were pissed.

but somehow, it made me feel i was impeding the flow of traffic.
was i right or wrong?

If you are being passed on your right, then you are in the wrong lane. Period. (This is a zillion times true if there is a large gap between you and the cars in front of you in your lane.)

If you are not paying attention to the speeds of the cars around you, you are not paying enough attention (How are you going to know your emergency escape route if you are not checking on the cars around you and coming up behind you?).

Your number one and two jobs as a driver is to be prepared for emergencies and to not get in other people's way (i.e. artificially cause traffic) . OP failed at both.

How do you believe a governmental fee differs from a tax?

I go to the DMV and pay a fee to get a driver's license. I don't get a driver's license because I paid sales tax on a car I just bought.

True dat...but because the state can raise fees without asking the public...or getting a "super majority" vote in the legislature...it's their sneaky way to generate revenue.
