Looks like your isp is blocking port 80 and 443.
Same happened to me. You can remote desktop to your whs and change the ports the default website uses in iis, then forward those ports to your server's ip in your router's config. The whs remote access wizard will still report that the server is inaccessible from the web, but it will still work, for example, if you changed ssl from 443 to 8009, you'd access your server at https://sawyer.homeserver.com:8009/remote
