The only effective radar jammer would be an active one as opposed to a passive one. Can you say $$, hard to get parts, and size.

Instant on is virtually impossible to get around.

Unless they are hunting you down they are using instant on as cars come by. So if you have something like a V1 or an 8500 or 9500 escort you will pick them up. I have an 8500 escort and I can pick up stationary cops using instant on from around a mile on the highway.

You are only protected if they are not trained well. Most can eyeball speed and will only hit the radar once they see a big fish.
