What can you buy if you're a millionaire to get you a faster connection if you're in a hotel ?

You didn't really give much information to go on. If he's in a hotel and using the hotel's wifi, he might get better performance through a 3G/4G modem, or vice versa.

Failing that, there's not much you can really do. Even high-speed telco-grade connections will have a minimal round-trip time of about 250-300ms when travelling across a trans-Pacific link, nevermind wireless. If the user is using Windows RDP, it has an "experience" preset for high-latency connections that may improve performance.

That's the thing, I have no other info besides I'm in a hotel with hotel internet. its like 4am there and he's bugging me. He already yelled at the hotel, its my turn now

Without being able to test a 3g/4g modem in asia, I cant even suggest to buy that.

NYC US, have 100mb cogent fiber locally, not the best but not the worse. So everything on the other side is unknown

Well, that's a big part of your issue. You're looking at probably a good 240ms RTT at the minimum if you're on a proper circuit. With the ping times you're looking at...not THAT much that's going to help that. Not exactly condusive to a good experience RDPing into something.

We've been looking into some VDI solutions, though I've not been working on it myself. Even where I am I have 90ms latency and it's not exactly great. What I have tested has improved my experience somewhat, and what you linked will improve things to a certain extent, but I woudn't expect miracles.

Have you tried to use traceroute to see if you can locate the bottleneck?

There is a very very strong probability that there is Nothing that can be done about it short of knowing/finding fast regular Internet connection (belong to a friend a company or special Interent service) getting permission (or paying) to use it.

P.S. The fact that One can formulate a strong (vivid) messages in words is good for Poetry. It does not have anything to do with technology.
