it's not a violation of SEC rules, possibly a violation of SPAM laws though.

theres a couple of websites that track it - usually you can see when the spammers bought and sold. They tend to pick penny stocks and buy out a significant portion of shares outstanding, so you can see it on the volume graph along with the price spike.

Too many of these tiny stocks bought and sold outside of the major stock exchanges for the SEC to give a sh*t. Many of the companies themselves are complete shams.

As they say, if it's not on the Nasdaq, NYSE or at least the AMEX it's either not worth buying or a fraud.
