Because they don't believe they should just rely on their southern neighbor (though they are quite friendly with them) for their defense.

While they greatly benefit from their friendship and proximity to the US they still feel that their defense is their responsibility, as they should. They shouldn't expect somebody else to pay for things to keep them safe.
