I don't understand HyperTransport?

Well, I basically just have one gripe. What controls how fast the HyperTransport buses can go? I thought it was the system crystal, but the Hammer article said the speed of the HT buses increases as the Hammer gets faster, so, what I thought wasnt right. Any help here?
