Of course we don't know all of the circumstances. But if she was really drunk, a lot of drunk people are incapacitated mentally and physically (usually from their own doing) so I don't see the need to use a tazer in that video. I fail to see how the 'suspect' could have seriously posed a danger to the cops though. Handcuff her first. Tazer later if need be. It's not like she was going to go anywhere.
