I was driving home tonight just before 3AM (10 minutes ago) and I see a guy crouched down beside a car with an open door and the window down (or gone) fiddling around with something.

I have no idea what the guy is doing, but it certainly looks odd at 3AM.

I phoned the non-emergency police line to let them know I saw something that looked odd. The lady that answered seemed almost pissed off that I bothered her. I could tell she was trying to get me to say I thought someone was breaking into the vehicle or they couldn't do anything. All I could say is that I thought it looked odd seeing someone kneeling on the ground beside a car with an open door at 3AM.

She said she couldn't do anything just because I thought something looked "odd", so I said alright, I just figured I'd say something just in case.

*click*

And she hangs up without saying bye, goodnight, etc.

Here I am thinking I'm doing something nice and I get to talk to a real douche.

Oh well, hopefully that persons car is still there in the morning...

Just to make things totally clear, I phoned a NON-Emergency line. It's a line to call to ask questions and report things that you are unsure about (situations EXACTLY like what I described in my post).

Also, the dispatcher seemed pissed off before I uttered a single word... I'm pretty sure her exact words were [annoyed tone] "Winnipeg Police, What do you want?" [/annoyed tone].

So what? You want the police to go out and see what the guy is doing when you plainly admit that you have no idea what he was doing? Then you call the dispatcher a douche because you didn't give them enough information to be useful?

Eh, don't worry about it. Some people wake up miserable and go to bed miserable. I don't give it a second thought, it's their miserable life to deal with.

Try re-reading my post. I called the dispatcher a douche because she was talking like a douche, not because she wouldn't send someone out. She sounded angry that I even called, before I said a word to her.

She said she wouldn't send anyone unless I specifically said "I see a guy breaking into a car". I couldn't say that as I didn't know what was going on, I just thought it looked suspicious (who "works on a car" while kneeling in the dark at 3AM with a car that looks like it's missing a window?).

It could have been anything, but I wanted to let non-emergency police know. I hope that if someone saw a guy beside my car at 3AM they would phone in as well.

Well... thats where'd you'd find me once a week in highschool at ~12am. Huzzah 200 dollar cars!

I can't say you did the wrong thing, because I'm pretty sure a cop would've stopped to check up on the situation if he was passing by.

Police often won't just respond to requests to drive by just because you are curious about what someone is doing... they need an actual reason. So... the OP could have said... "okay, I find the man's actions suspicious and believe he may be breaking into the car. Where? This is the location"
Not that hard. And then the dispatcher would have sent units out. It's not like you would have been lying. You already implied you don't know what is going on. And they aren't going to take down your name and bring you into court because you were wrong if that ended up being that case.

If you thought someone was breaking into the car, why didn't you just say that? Of course she was annoyed. You were basically calling her for nothing. If you don't say anything is actually going wrong - why would they send someone out? And therefore, why would you call other than to waste her time?

If you thought it was suspicious because you thought the guy was breaking in, you should have just said so. If anything, YOU'RE the miserable one for being all butthurt that she got pissed at you for wasting her time.

If you don't like the way you were treated call her supervisor and file a fomal complaint. That is the one thing I have found that cops really hate. Their supervisors will even call you and try to talk you out of it sometimes. Apparently, and I am just surmising based on personal experience and what I have seen online, it really doens't look good for cops to have formal, written complaints in their files.

BigToque, what you did was fine and that person on the emergency line was being a douche like you said. The problem here is that the last thing we want is for people to get the impression that the only time they should call an emergency line is if we are absolutely certain that something is wrong. The reality is that most emergency calls made from someone who is not directly involved with a problem do not know for certain if their call merits attention from emergency personnel. That is part of the reason why we have these emergency phone representatives. A big part of their job is to conclude what needs to be done when a call is placed based on the information provided. Whether that conclusion is to notify a specific emergency service or to inform the caller that what they are calling about it not a situation that allows them to notify anyone doesn't matter. They still need to do their job. There is reason why they are being paid to do so and it is not to make the average citizen hesitate when there might be something which requires the attention of the proper authorities.

I called the cops because I saw a bum peeing on a store front window once and was told that if he was only peeing they could not get there in time to catch him in the act, but that if he were taking a crap they would probably dispatch a car. :laugh:
