I use windows 98se and something has gotten it messed up.

Normally I open a folder and a window appears with the contents, and clicking a folder within that window reuses the same window to show the contents. Now I get tiled windows.

I can't find the menu option to create a new folder within a folder.

You can try Tools->Folder Options in an open Explorer window. Select "Open each folder in the same window".
