How can paparazzis sell the photos they take to tabloids and magazines for a profit without a model release and other businesses, they require the model to sign a contract enabling them to release the photos to the public?
 
If you are on Public property, you don't need consent to get photographed. Although it is very rude to take a photo of someone who doesn't want to be photographed, it's not illegal.
