I second the ATI expert98, Its cheap with a good 2d display. The voodoo 3 2000 is a nice choice for 75$ if any light gaming will be done.

Quality may be a little flaky, but the Diamond Viper II can be found now for around $40-50. Decent 2D, adequete 3D, and TV out to boot.

In the $40-50 range I would look for a TnT2 or Rage 128.
