The War Powers Resolution is effectively a dead one. If you've noticed, NO president has ever adhered to it, and by now, Congress has done nothing to challenge any President over it that it's absolutely pointless to even bring up anymore.

Well.. President Bush the Elder did say he didn't need it back in '91 Iraqi issue. Said that the UN Security Counsel was our law too and controlling, but he did submit the resolution and he got it and signed it after the fact.

The UN was helping, shortly after being formally asked Inspectors were on the ground in Iraq. It should be noted though that the comparison is a weak one. Who was Iraq holding a gun too?

I'd rephrase that as 'who was Saddam holding a gun to' as the war was against him, not the Iraqui citizenry en mass. The answer is, the Iraqui citizenry. You know, that whole 300,000+ killed deliberately during his rule.

Look, we knocked over a dictator known for bringing ruin, death and destruction upon his own people, deliberately killing thousands of random people in general reprisals, and using organized rape against political opponents. My heart bleeds for the ousted Ba'athists.

IIRC it's been used twice - after the '86 barracks bombing, and Congress used it to bring US troops back home after the first gulf war.
