I'm not exactly sure but it has to do with where he lived in Detroit. I think it was how they refurred to the poor trashy part of the city.

if you notice the referrences to 313 and 810 (detroit area codes). 8 mile rd is where those area codes meet. you're not considered street if you're not from 313.
