I deleted svchost.cmd where can I get it?

For a XP Home machine. I was removing spyware and deleted this file. Where can I get it?

A quick google tells me that this file shouldn't be there anyway?

Well the Remote Procedure Protocol uses it and it can't be started to do a Windows Update due to that file being gone.

RPC uses svchost.exe, not svchost.cmd. The former is a Windows OS file, the latter is not.
