I can't modify processe priority in win2000. Please help!

Hi:
I have win2000 pro with SP1 installed. The problem is that i can't change processe priority, or even terminate it, if the processe has a PID inferior to 1000 (PID - processe identifier). I am logged as administrator all times. Why that happens??
