I can't get this to work.

Are you authenticated to \\bob?

Try running 'net use \\bob\ipc$ /u:bob\user_account_on_bob *' and enter the password. Then run the shutdown command.

I just tryed that. Didn't work.

Try using real numbers for the -d up:xx:yy section. In other worse, replace xx and yy with actual numbers. xx should be an int less than 256 and yy should be an int less than 65536
 
And actually, you wouldn't normally use -d up anyway. A shutdown can't be unexpected AND planned 🙂
