i cant get the system started

only 3 of the lights are on the motherboard and my monitor dosent show anything its blank. i got feeling its my hardrive and it say serial ata
 
Is this a new build? Do the fans move? Beep Codes?

Disconnect everything you're not using (Only use motherboard, 1 stick of ram, CPU/HS+F, videocard, PSU) and see if you get anything on the monitor then.
