I can't get iCloud tabs to work

I can't see my open Safari tabs between my iPhone 4S and iPad 4.

First off is it possible to see iCloud tabs between mobile devices or do I need Safari running on a Mac for this to work?

I don't know about Safari since I don't use it (I use Windows PCs), but I can see my iPad's tabs on my iPhone and vice-versa. I don't think I enabled any settings, so you should just need to be on the same iCloud account.

Cheers for the heads up.

Both devices are logged into the same account, its odd as everything else syncs fine, i can sync bookmarks, reading lists, notes, reminders etc.

I ditched my pop3 email and changed my email address on icloud, i wonder if this has cocked it up. Both devices were logged out and logged back in with the correct details. I have rebooted both devices, logged out and back into icloud, enabled and disabled icloud for Safari and it still wont bloody work. Being Apple its not like I can edit any config files on a lower level or something. Everything is supposed to "just work" but it don't.
