I can't get computer to bootup past memory test

I have been having troubles with my computer rebooting itself whenever I have been playing online or just surfing the net. I tried using memtest to test my RAM and it found nothing wrong with my RAM. I tried a faster CPU Fan and added new fans to the case. I tried going from a 400 watt PSU to a True 550 PSU and that didn't work. I couldn't think of what else I could do to get rid of the rebooting problem so I tried clearing the bios on the motherboard by putting the jumper on the 1st to pins on the clr cmos and the I put it on the 2nd and 3rd pin which is suppose to set the BIOS back to normal. Well after I did that I tried rebooting my computer and it got to the memory test and then stopped after it the memory test was done. It won't even let me into the bios settings. I don't know what to do now. Any help would be greatly appreciated.

Unplug any USB devices. I had the exact problem and was caused by a faulty usb scanner of all things. It freezes boot after memory is displayed and before the hard drives are detected. BTW this happened after about a year of using this scanner.
