Default port for FTP is 21. If you're trying to connect to different port, you're gonna need to open up those ports on the router.

Set your FTP client to "passive" mode. It should work fine then without any port forwarding.

People can't connect to your ftp server or you can't connect to an outside ftp server? If it's the second one, you shouldn't have to mess with any of the port settings. Wierd.
