dude, you think we should have that stuff when we can't even keep power running or even get it back up and running quickly when it goes down?

there a small underpass close to where i live that leads to a major highway. this underpass is next to a river. it floods regularly and prevents traffic from going that way. they can't even figure out a way to fix that.
