It's harder than you think. Those parts are very precise, the engine compartment is pretty tight, every curve on that air intake is placed just right. He doesn't have those tool.
Its hard to believe there can be only one source for that sucker! The profit has got to be so high that lotsa companies would be all over it.
Why would you need one of those....it looks like something with the intake, and doesn't exactly look like something that needs replacing too often...is it for a mod?
edit: ok I just read your post about it...cool...have you checked any online jyards to get one "used"?

The stock one is this flimsy peice of crap rubber tube that doesn't flow worth crap. The big giant fat metal one that sticks down into the fender is good for 2lbs more boost.
WTH even getting an exhaust fabrication shop to custom make you that piece would probably be less than that. My friend got the entire intercooler piping for his Integra custom fabricated for less than $250. And thats a lot more piping than that one small piece. Don't get reamed............
Uhh lots of turbo/supercharge cars are doing just that. What do you think it is that he would be paying $250 for? Its just a peice of pipe, rubber hoses, and some clamps.
