okay so i set up a home/small office network as per windows xp

i set the workgroup name to something that has nothing to do with my home workgroup, just to see if my home workgroup is locking this laptop out, or if this is something else

i name it something random, and then restart.

i "view workgroup computers" in which i SHOULD see it load up and just show no computers

instead it freezes for a bit, and says I dont have permission to access this workgroup and to contact the admin

whats going on here? this cant be my networks settings fault or my other computers, why do i keep getting locked out of the workgroups? even when i make it myself?

I wish to help, but I can not understand what you set, and why you set it?

How many computers in each group?

How are they connected?

If it is Not your computers, and your settings fault, what is else there?

this is a brand new computer, no settings

I run the XP "set up a home or small office network"

i assign it to a new workgroup, one which no computers are connected to

i then restart so that the settings take effect

i then choose to "view workgroup computers"

i should see just my own computer, but it is saying I dont have access/permission to this workgroup. its not saying i cant access this computer, its saying i have no permission to even view the workgroup

You have to set something to share on the new computer.

i can view the new workgroup only with no internet connection

when i turn the internet on, it says i dont have permission to access it

so far everythings set to share, but regardless, shouldnt i be able to SEE no computers on the workgroup? rather than be denied permission altogether from a workgroup this computer created itself?

Sometimes I have received that error when the computers haven't yet worked out a Master Browser, and there is no WINS server on the network.

Usually trying to access the workgroup a few times will "fix" it.

Although typically if Network Places isn't working, which is just name resolution, then using the computer name in the UNC path will not work either. I agree, network places, without DNS or WINS anyway, is an absurdly ineffective connectivity tool. If the computer name doesn't work in \\computer then use the remote machines IP.

i added an IPX protocol and that seemed to be the fix

why? no idea

coincidence or not, it worked and im no longer locked out of my workgroup

I will concur with JackMDS---you can cure that by adding something to share---then things show up in workgroup computers. But two things I will note (1) I had been using a simple internet only sharing setup for quite some time before I decided to share a printer---with internet sharing working at all times---and workgroup computers did not show up at all with same results as the OP. To share a printer, I literally had to uninstall the network and then re-setup the network---then and only then could I implement printer sharing---and now I have printer sharing, internet sharing, and the ability to view workgroup computers.

Why the same command I used to share a printer did not work with my old set up puzzles me---but causes no loss of sleep.
