I cannot get a video signal...

Picked up a computer from a friend to work on it and I'm having a problem. When I plugged everything in, I was getting some bad POST up beeps. So experience told me it is either CPU, Video, or memory. I pulled all the memory sticks out, unplugged all the IDE, floppy, and PCI cards. I dropped in some memory sticks that I knew were good and it gave me back one beep - a good POST - but...

I am not getting any output on the monitor. The video card is integrated, so I dont know if it gets overiden by a PCI video card in the BIOS? I inserted in a good PCI video card, and still no video signal but I'm getting the one beep POST.

Any ideas on how to get the integrated video card or a PCI video card to work?

A lil info about the machine, from what I can gather looking inside...NEC computer, SIS 620 chipset, PC100 memory, dont know the CPU speed because the dang fan/heatsink is STUCK to it bad.

PLEASE HELP!!
 
The screen on the monitor remains blank the entire time the computer turns on and POSTS up with one beep.

I cannot access the Bios or anything at all.
