I can web-surf but I can't download?

I'm having some sort of network issue with a back-up PC. I've got a Linksys LNE100TX (v.2) plugged into a MSI K7T Turbo motherboard with a Duron 800 and Win XP Pro. This machine is plugged into my home network which links to the 'net via a Netgear RT314 router. Anyway, I can surf (using IE) to any website on the WWW, but when I try to download files (driver updates or whatever), the file download mini-window comes up (that little window which gives the progress of the download and shows the paper flying between the two folders), but nothing happens. It will just keep attempting to start downloading until the server session times out. Very rarely, a small download (<1mb) has worked, but usually it does not. I also have problems transfering files between this machine and other machines on the network.

I'm at a loss on this. I've tried downloading from various sites (so it's not site-specific), and I've tried changing the PCI slot of the NIC, with no success. Any other advice would be appreciated! Thanks in advance.

tools>internet options>advanced>check the box "use passive FTP (for DSL and firewall connections"

It sounds like a problem with the device driver or protocols. You may even have a funky NIC.

Most likely a Protocol stack problem. Try turning on adding Netbeui just temporarily and see if that helps. A lot of times adding that to the the stack unclogs the logjam, most of time after it starts working you can remove it from the stack. Has something to do with the way the stacks were built way back when.
