I use clockgen. I got it up to 2400MHZ just fine, but it also overclocks my PCI-E bus and my PCI bus. Isn't this going to hurt my computer?

Also, is there a program that will let me adjust fan speeds?

I cant do it in the bios, as its an A8AE-le Compaq/HP prebuilt.

Speedfan lets you control the fans. If it's a nvidia based chipset (see cpu-z), you can use ntune which is much better.
Don't forget to set the HT link one step down, otherwise your computer gets easily unstable with OC;

that can usually be fixed in the bios - there should be either a separate setting that enables a "pci lock", or one that lets you set a specific pci frequency. on my board, it's the latter and whenever i set pci to 33, it works like you are seeing now - it is derived from the fsb. when i set it to 34, it automatically turns the pci lock on.

should be similar for pci-express too.
