i can feel the electricity?

so i was useing this old 17" flat screen monitor...and i touch the screen and i can feel this like charge going into my fingers....i was like okay..maybe the monitor is going bad.. so i unplugged it and put it aside...useing a 15" now...(trying to fix computers rite now) so i plug in my backup comp with all the files and stuff...it is just a steel frame(power cord plugged into socket) but if i unplug powercord..i dont feel anything.....i touch the frame without turning the comp on..same thing... i can feel as if electricity is going straight into me (or my hand) so i unplugged it...anyone know what to do?

do you have a bad ground on the outlet?

guess im lucky there wasnt a surge there... it is a bad ground.
