I can access wireless network protected by WPA w/o password?

last week i saw a new wireless network near my house. i could access it w/my laptop.

this week, it's protected by WPA (little lock symbol). But i can still surf w/my laptop? (my laptop has no other internet connection.)

HUH?!?
 
WPA encrypts the Traffic so it is protected from shamefull Intruders.

However WPA does Not encrypt the SSID, and does Not block the signal from being in the Air so you see it.
