I bought the Intel 2.4GHz processor from RuntimeCC.com but my comp says it's only running at 1.8GHz...

I downloaded a utility from Intel.com called the Frequency ID Utility and it says that my processor should be running at 2.4GHz with a 533MHz FSB, but it's actually only running at 1.8GHz with a 400MHz FSB. I don't know how to change the processor to run at the correct speed. I have searched through BIOS but found nothing to fix the problem.

Is this a common problem? Does anyone know what I can do to fix it? Thanks in advance.

what motherboard do you have?
it's probably a jumper or bios setting. check again.

Go into the BIOS and change the FSB from 100 to 133 MHz. What it is called and where it is located in the BIOS varies from motherboard to motherboard. Look in the manual and it will show you where the setting is located in the BIOS.

The motherboard I got is the Intel D845EBG2. It is supposed to support Pentium 4 and 533MHz FSB's.

There has to either be a jumper on the board that sets 100 to 133fsb...Intel mobos are known for no real ocing features so no surprise there may not be a working way in the bios.
