I bought insurance with paypal

I was buying a item and bought paypal insurance on it because I didn't wanna take any chances. Well this was the first time I bought it with paypal and don't know how it works exactly. All I know is when buying it your guaranteed your money back if you don't receive the item. Or is that incorrect?

My question is when should I or when is it to late to claim your money back with paypal? Its been about a week since he was suppose to ship.

He didn't ship how he was suppost to. He said he shipped it usps ground(first class?) without DC#. He was suppose to ship it Fedex/UPS.
 
If I don't get it by Monday I should go ahead and send a complaint? He was suppost to ship it last Saturday. Does it work though do they have to give my money back even if it ain't in his account?

He was suppose to ship it UPS or Fedex. Instead he said he went on vacation for a couple days and had his friend send it USPS ground(which I guess is first class) and he did not get DC#. He said he has a receipt but can't get a scan of it. I have a feeling hes a troll but not sure yet. It being Xmas time and him sending first class it could take several days to get it.
