I bought a GS108 from ebay , then got a PS from netgear direct.

The amps rating on a supplier (transformer, plug, ect.) are the maximum amps that a device will give. The amps rating on a user (devices that require power) usually rate at what they need to run at maximum. You supplier rating is 5 amps and your need is 2.8 amps so you are well in the safe zone. To worry about it more is like splitting hairs.
 
As already stated, the power supply rating is the maximum it can provide. If the number on the back of the machine matched the number on the power supply, the supply would be right on it's limit, and it might fail.

It'll work fine. The switch requires 5VDC with a minimum of 2.8A. The PSU is supplying 5VDC and will supply up to 5A. As 5A>2.8A, you're in good shape.
