I am really confused about temperatures

Gigabyte P35-DS3R
E4400 - Stock heat sink
Kingston Hyper x pc6400
Antec Sonata III with 120mm exhaust

Room temp: 19c
System temp: 33c
Motherboard temp: 25c

Idle temps (stock):
TAT = 43c/39c
Coretemp = 40c/38c
EasyTune5 = 23c

Orthos (stock):
TAT - 67c/63c
Coretemp - 67c/65c
EasyTune5 - 48c

Here is what I am having a little difficulty understanding: My CPU fan speed never kicks into its highest RPM (I know it can go to 1600rpm) even if the TAT/CT temps are getting high. At idle temps the fan doesn't even turn on. It was only until a 3ghz OC it kicked in at 1600rpm.

Can anyone tell me what TAT/CT/ET5 temperatures are safe for the e4400? I have been searching the forums and google and my results were inconclusive (a lot of contridictions)

Thanks for the tips JustaGeek,

I just finished my overclock:

FSB: 300mhz
Memory: 600mhz 4-4-4-12 (ratio 1:1)
CPU Voltage: 1.3250
DDR2 voltage: +0.1v (total is 2.0v)
Everything else is set to normal

I have been running Orthos for last 20 minutes and I am hovering around high 50s and 60 (never above 60).

I remeber reading a few articles saying you want a 1:1 fsb memory ratio, would I have any benefit by increasing the SPD to increase the memory to 800mhz? (memory is stock at 800mhz 4-4-4-12 and reviews say it can be overclocked 900mhz 4-4-4-12).
