I have a modded ZEV S6000L with a chevy volt battery that I love, but it only goes up to 55, and I only get 22 or so miles. This has a lot of nice specs. Why shouldn't I get it???

The biggest downside I see is it was put together by an amateur. Maybe he did a great job, or maybe you'll have endless mystery problems. Price seems worth the gamble though. That's not a whole lot of money.

What you want to do is prove how good an electric motorcycle can be, so you should give it a fair test. Maybe a trip like Moscow to Vladivostok in winter as proof of concept? Document everything.

I am going to get it, I just need a time to go up there and grab it
considering that for new @ $1,500 you barely crack 30 MPH that is a lot of performance, might want an experienced 3rd party do an inspection to make sure the build was up to snuff.

That looks like a nice ride and it's cool that it's electric, cheaper and cleaner to operate. Is that considered an ebike at that point or still a motorcycle? If you need to get insurance then that's an ongoing cost you need to consider as well.
