I have forgotten a password and need some tips on how to view my .pwl file. I have been trying and trying so could someone please help me. I have some important information i need to get too.

Forget it. Whether you look at your PWL file as "happy face" code or hex, you won't see the password you want.

If you want to bypass the password, just rename the extension of the file to something else you'll rember, in case you need to restore it. When you reboot, Windows should then ask you to set a new password. If that works, you can delete the original PWL file.

That wouldnt help him recover the password stored in it (I'm assuming for a dial-up connection or something of that nature).

Your best bet is going to be to get that password reset; like Harvey said it's not worth the effort trying to recover.
