I am buying a used car, but I need some Advice

Looking forward to purchasing a car, but I need to see if theres a Lien on it. How do I do that? The guy I am buying it from says he bought it from dealer, so I need to see if he actually paid it all off before I buy it.

thanks for your help...btw the car has a salvage title, will a carfax tell me why?

I usually use a level to check for liens. If the bubble is between the lines, there is no lien.
