I don't think a person who scares another people is a terrorist. If you made it a hobby of it and you were scaring people to get a point across then you would be a terrorist.

There were a whole crowd of terrorist on Halloween if fear is the only thing.

Me and my friend went to a theme park on the H day, and one of the girls was scared sh*tless multiple times. Those darn terrorists....

I don't think that's fear. I think it's confusion. She is confused about why you have nothing better to do with your $7,000 Canon EOS 1D Mark II than to point it through a window at an old lady trying to eat her lunch. That's not exactly an inconspicuous camera you're shooting with.
